AMB23 - [MODULE_BOOT-LEVEL_ERROR]:IMG2 Invalid

Pressing RST button on AMB23 boards gives the following error message:

[MODULE_BOOT-LEVEL_ERROR]:IMG2 Invalid

How can I recover the device?

Attempts to flash device with Image_Tool also appear to fail:

flash Download Start
reboot uartburn
[MODULE_BOOT-LEVEL_ERROR]:IMG2 Invalid
